A L\u2019Aquila, almeno 308 persone morirono a causa del terremoto del 2009, con molte altre ferite e molte migliaia di sfollati. A seguito di un'inchiesta sulle risposte ai dati emersi precedentemente all'evento, 7 persone furono incarcerate per non aver adeguatamente previsto la probabilit\u00e0 di un evento sismico, tuttavia queste condanne furono successivamente annullate. L\u2019Aquila \u00e8 considerata come facente parte della fase di \u2018Recupero\u2019 del ciclo di gestione dei rischi, in quanto impegnata nella fase di ricostruzione. Dopo il terremoto, molte persone rimasero in alloggi temporanei, mentre iniziarono le indagini sulla qualit\u00e0 degli standard edilizi. L\u2019Aquila \u00e8 un esempio emblematico di ricostruzione rapida, essendo stata trasformata per un lungo periodo nel pi\u00f9 grande cantiere d'Europa.<\/span><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t

Per raggiungere questo obiettivo, l'attenzione alla ricostruzione sociale \u00e8 passata in secondo piano, il che ha successivamente portato alla nascita di movimenti sociali e frequenti mobilitazioni dal basso, come il \u2018movimento delle carriole\u2019, dove gruppi si riunivano per rimuovere le macerie come forma di protesta contro l\u2019immobilismo delle autorit\u00e0. Durante i periodi di lavori edilizi le impalcature dei cantieri di l\u2019Aquila sono stati trasformati in una grande galleria d'arte a cielo aperto. Questo progetto \u00e8 stato realizzato in collaborazione con la non profit americana ArtBridge, che ha permesso agli artisti locali di trasformare e reclamare spazi urbani prominenti. Un altro esempio \u00e8 stata la protesta \u2018dei mazzi di chiavi\u2019, dove migliaia di persone hanno appeso le chiavi delle loro case nel centro della citt\u00e0 come azione simbolica di dissenso.<\/span><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t

In netto contrasto con la visivamente perfetta ricostruzione della citt\u00e0 \u00e8 il fatto che mentre le strutture private sono state restaurate, gli edifici pubblici come scuole, universit\u00e0, agenzie governative, sono stati lasciati esattamente com'erano quando sono stati messi in sicurezza e stabilizzati. \u2014 mantenendo l\u2019aspetto dell'immediato dopo terremoto. Questa situazione \u00e8 dovuta ad una combinazione di fondi insufficienti e una deliberata decisione politica che ha privilegiato lo spostamento dei servizi pubblici altrove rispetto alla creazione di una rete completa di servizi e strutture per soddisfare la presenza concentrata di importanti strutture pubbliche vicino al centro storico. Questi due lati della strada mostrano chiaramente in un'unica immagine la realt\u00e0 dei negozi riaperti nel centro citt\u00e0 e la condizione dell'edificio pubblico i cui servizi sono stati trasferiti nella\nperiferia della citt\u00e0.<\/span><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t

Case Study L\u2019Aquila Earthquake 2009 In L\u2019Aquila, at least 308 people died as a result of the 2009 earthquake, with many more injured and many thousands displaced. As a result of an inquiry into responses to data leading up to the event, 7 people were imprisoned for inadequately forecasting the probability of a seismic event, however these convictions were later overturned. L\u2019Aquila is deemed to be in the \u2018Recovery\u2019 phase of the hazard management cycle, focusing on clean up and rebuilding. After the quake, many people remained in temporary accommodation, whilst inquiries began into the quality of building standards. What made the buildings in the region so affected by the impact of the earthquake in a region where earthquakes are common, and quake resistant building standards should be widely followed? To achieve this feat, the focus on social reconstruction took a back seat which subsequently led to recurrent social movements and grassroots mobilization efforts, such as the ‘movimento delle cariole’ (wheelbarrow movement), where groups gathered to remove debris as a form of critique against the authorities’ stagnation. During periods of building works where scaffolding was present in the town, the\u00a0 scaffolding of the L’Aquila worksite was transformed into a large open-air art gallery. This project was carried out in partnership with the American non-profit ArtBridge that empowered local artists to transform and reclaim prominent urban spaces. Another instance was the ‘dei mazzi di chiavi’ (bunch of keys) protest, where thousands of individuals hung keys from their homes in the city centre as a symbolic action of dissent. In stark contrast to the visually flawless rebuilt city, a noteworthy aspect is that while private structures have been restored, public edifices such as schools, universities, government agencies, remain untouched\u2014retaining their appearances from the immediate aftermath of the earthquake, being left exactly as they were when shored up and secured. This situation is attributed to a combination of insufficient funds and a deliberate political decision that prioritized shifting public services elsewhere over establishing a comprehensive network of amenities and facilities to cater to the concentrated presence of major public facilities near the historic centre. These two sides of the road clearly show within a single image the reality of reopened shops in the city centre and the condition of the public building whose services were relocated to the periphery.
